ตามที่รัฐบาลมีนโยบายให้มีการระดมทุนของกองทุนรวมวายุภักษ์หนึ่ง (VAYU1) เพื่อเป็นกลไกเสริมสร้างการออมและการลงทุนให้กับประชาชน รวมทั้งสนับสนุนการพัฒนาตลาดเงินและตลาดทุนของประเทศ โดยคาดว่าจะเสนอขายหน่วยลงทุนประเภท ก. แก่ผู้ลงทุนทั่วไป และนำเข้าจดทะเบียนกับตลาดหลักทรัพย์แห่งประเทศไทย (ตลาดหลักทรัพย์ฯ) ต่อไป

เพื่อปรับปรุงหลักเกณฑ์ที่เกี่ยวข้องให้รองรับการจดทะเบียนและการซื้อขายหน่วยลงทุนของกองทุนรวม (Mutual Funds) ให้มีความเหมาะสมยิ่งขึ้น และเป็นประโยชน์แก่ผู้ลงทุน ตลาดหลักทรัพย์ฯ จึงเปิดรับฟังความคิดเห็นจากผู้ที่เกี่ยวข้อง ดังนี้

ปรับปรุงระยะเวลาในการเปิดเผยข้อมูลของกองทุนรวม เพื่อให้ผู้ลงทุนมีข้อมูลประกอบการตัดสินใจลงทุนอย่างเพียงพอ
1.1 ปรับปรุงการเปิดเผยมูลค่าสินทรัพย์สุทธิต่อหน่วยลงทุน (NAV) ผ่านระบบของตลาดหลักทรัพย์ฯ ให้สอดคล้องกับหลักเกณฑ์ตามประกาศ ก.ล.ต. คือ ทุกวันทำการ

1.2 ปรับปรุงการเปิดเผยวันให้สิทธิใดๆ (วันปิดสมุดทะเบียนพักการโอนหน่วยลงทุน (Book Closing Date) หรือวันกําหนดรายชื่อผู้ถือหน่วยลงทุน (Record Date)) แก่ผู้ถือหน่วยลงทุนของกองทุนรวมไม่น้อยกว่า 5 วันทำการก่อนวันให้สิทธิ

ปรับปรุงเกณฑ์ราคาขายชอร์ตให้แก่ผู้ที่ประสงค์จะทำหน้าที่ดูแลสภาพคล่อง (Market Maker) ของ VAYU1 และช่วงราคา (Tick Size) ในการซื้อขาย VAYU1 เพื่อสนับสนุนการทำหน้าที่ของ Market Maker ในการช่วยส่งเสริมสภาพคล่องเพื่อประโยชน์แก่ผู้ลงทุน
2.1 ยกเว้นเกณฑ์ราคาขายชอร์ตให้ Market Maker ของ VAYU1 สามารถขายชอร์ตหน่วยลงทุนของ VAYU1 ได้โดย ไม่มีข้อจำกัดเรื่องราคาขายชอร์ต

2.2  ปรับปรุงช่วงราคา (Tick Size) ในการเสนอซื้อขายหน่วยลงทุนของ VAYU1 ให้เป็นขั้นบันไดเช่นเดียวกับหุ้น
การเปิดรับฟังความคิดเห็นจากผู้ที่เกี่ยวข้องในครั้งนี้ เป็นไปเพื่อให้ได้ข้อมูลที่เป็นประโยชน์ต่อการพิจารณาปรับปรุงหลักเกณฑ์ดังกล่าว โดยตลาดหลักทรัพย์ฯ ได้เผยแพร่เอกสารรับฟังความคิดเห็นพร้อมรายละเอียดบนเว็บไซต์ตลาดหลักทรัพย์ฯ https://www.set.or.th/th/rules-regulations/market-consultation หัวข้อ “การปรับปรุงเกณฑ์เพื่อรองรับการซื้อขายหน่วยลงทุนของกองทุนรวมวายุภักษ์” ทั้งนี้ สามารถร่วมแสดงความคิดเห็นได้ที่ https://forms.gle/gS5BCiBDuAoZcddU9 จนถึง 13 กันยายน 2567

SET seeks market consultation on rule amendments to support trading of Vayupak Fund until Sept 13, 2024

BANGKOK, September 5, 2024 - The Stock Exchange of Thailand (SET) has sought a market consultation on proposed amendments to regulations governing the listing and trading of Vayupak One Fund (VAYU1) units. This consultation will be open for input until September 13, 2024.

This consultation aligns with the government's policy to mobilize capital through VAYU1, aiming to enhance public savings and investment while supporting the development of the country's capital markets. The fund is expected to offer Type A investment units to general investors and be listed on SET.

Proposed amendments:
SET is seeking feedback from relevant parties on the following proposals:

Adjusting information disclosure timeframes for all mutual funds

1.1 Net Asset Value (NAV) Disclosure: NAV will be disclosed through the SET system every business day to align with SEC regulations

1.2 Entitlement date Notification: unit holders will receive at least five business days’ advance notice for entitlement dates (book closing date and record date)

Revising regulations for market makers

2.1 Short selling price regulations: exempting market makers of VAYU 1 from short selling price restrictions, allowing them to short VAYU1 units at any price.

2.2 Tick size amendment: changing the tick size for VAYU1 unit trading to match the tiered structure used for stock trading
